The Rutgers University Network (RUNet) consists of a Wide Area Network (WAN), Core Network, Campus Distribution Networks, Specialized Transit Networks, and Local Area Networks (LAN). A LAN, geographically localized data communications infrastructure used to link together hardware and software, is directly associated with a department or other business unit at the University. Rutgers University Computing Services Telecommunications Division (OIT-TD) is responsible for all of RUNet, with the exception of LANs.

As part of RUNet, OIT-TD manages Internet access for the Rutgers Community as a shared resource, and in turn is obligated to abide by Internet rules and responsibilities. This obligation is shared with various representatives at the LAN level. Thus, every LAN connected to RUNet must have a designated Network Liaison (NL). For departments/business units requiring assistance with network support, various groups within OIT can be hired on a fee-basis to provide this functionality.

Role Definitions and Responsibilities

The following roles define the responsibilities at the LAN layer and are represented in the order of highest responsibility to least:

  1. Network Contact (NC)
  2. This individual has the following responsibilities, abilities and privileges with regard to a LAN(s):

    • Represents the departmental/business unit ownership/interest of a network
    • Must be properly registered with OIT-TD.

  3. Network Liaison (NL)
  4. This individual has the following responsibilities, abilities and privileges with regard to a LAN(s):

    • Modify network DNS data
    • Modify network DHCP data.
    • Request of Hostmaster to modify network DNS data.
    • Default Host Liaison (HL).
    • Must be properly registered with OIT-TD.
    • Must provide emergency contact for network.

  5. Host Liaison (HL)
  6. This individual is delegated responsibilities from the NL, and has the following responsibilities, abilities and privileges with regard to host or hosts on a LAN:

    • Serves as point of contact for host(s).
    • Referred to as RP in DNS.
    • Responsible for host security and accountability.

All networks must have a NC to ensure the accountability of that network. A NC can change, but only one can exist per network. In the event a NC changes, notification should be sent immediately to noc@rutgers.edu.
